I've searched the web for what you've said, but couldn't find anything about it. I've then used the name of the developer to locate the website and indeed I've found it, but there was nothing about the SAFA Reader application which could also mean that it has been discontinued.
Due to this, I recommend checking with the official developers to get in touch with them since no other helping resource can be found.
