I don't think it's possible to register DCP Builder at this time because the website that was supposed to hold information displays a blank page only with a logo. I tried to access it from the cache using Google's WebCache but it was without results. If the software is important to you, then you should wait, or simply go to Help > About and use that information you find there to get in touch with the developers.
