Colour Composer is now a discontinued application because the official website doesn't exist anymore. I've searched for a trace and nothing was found. What you've tried to download is probably something else, but if you indeed have a setup package, then continue with its installation and eventually apply a compatibility tweak.
Right-click the package, then go to Properties > Compatibility and select Windows Vista then tick the Run as Administrator.
