I've tried to identify the application, but there was nothing available meaning that developers don't have it listed on their official website. This could also indicate that it has been discontinued from development and replaced with something else, therefore the errors you're having.
I suspect the issue is with the installer and the app normally works, but the installer doesn't. Right click the installer, then go to Properties > Compatibility and select a previous version of Windows from the list. Tick the Run as Administrator as well, then launch it.
