As far as I know, Greetings Workshop Deluxe has been discontinued and no newer versions of the application have been developed in a long while. You can still download the program (without any waiting) from a Microsoft archive: https://archive.org/details/Microsoft_Hallmark_Greetings_Workshop_-_Windows_95_Eng
Click the link provided, scroll down until you see the download section on the right side of the page, then click on the blue button named "ISO IMAGE". However, if you're not using a very old version of Windows, you're going to have a tough time installing and running the application. First, you're going to need to set up a virtual machine, then install an old version of Windows such as 95 or Millenium. Lastly, using a tool like Daemon Tools Lite or something similar, mount the ISO image that you've downloaded, install Greetings Workshop Deluxe and run it through the virtual machine that you've created.
Alternatively, you can try using a different greeting card making tool such as Belltech Greeting Card Designer.
Note: If you have Windows 10 as operating system, there is no need to download Daemon Tools anymore, simply double click the ISO file and Windows will mount it as a virtual drive.
