According to Microsoft's support forum, Microsoft Home Publishing 2000 was compatible with every version of Windows between 98 and Vista. The application has been discontinued a while back, so if you want to use it on Windows 7 or a newer operating system, you're going to need to run it through a virtual machine.

In case setting up a virtual machine is too much of an effort, there's an almost similar tool called Microsoft Office Publisher that's created by Microsoft as the successor for Microsoft Home Publishing.

A trial version of the latest version of Publisher can be installed for free through the Microsoft's website: https://products.office.com/en-us/publisher

Note: A Microsoft account might be necessary to download and assign the trial to.
