Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
Alternatively, use a more simplistic tool called Geek Uninstaller. Download the exe, right click the item and choose Force Uninstall. Wait a few seconds to scan for traces, then confirm the operation and the software will be removed from your PC.
