The Avanquest website where the software was hosted is no longer displaying anything about the Recovery Commander which I must believe that it has been discontinued. If you have problems with your PC, then I recommend using a Windows boot CD along with Safe Mode or its own recovery mode.
Typically, Recovery Commander does the same thing by using the System Restore points created by the OS to copy various data back. I wouldn't recommend using it, instead create a backup using EASEUS Todo Backup
