In most of the cases, these Tamil Unicode applications have their own installer which is good because all you have to do is to launch the installer and let it continue the operation. The software will copy all the necessary files and drivers (where is the case) and then add the language and the keyboard layout. The only thing left for you is to start the dedicated application (if exists) and then use the language from the Control Panel > Regional Settings > Keyboard.
