The Fujitsu Digital Note Taker application is not available anymore, therefore it's impossible to say if it works on Windows 10 or not. I've tried to find it on various websites, but it was all without luck since the application is only mentioned on websites.
If you have the setup package, right click it and choose Properties > Compatibility. Pick a version of Windows from the drop down menu and tick the Run as Administrator option, then launch the software.
