The name of the driver is pretty common which means that it's impossible to say exactly what it does, but as long as it has the Dell Inc System string attached, it means it belongs to the system and you should keep it installed because it might be from the Chipset, and a good functionality is achieved while having all the drivers installed properly.
Theoretically, you can remove it, but if something stops working afterwards, you will have to install it again.
