The ELM is actually ELM Agent and it translates to Enterprise Level Management which means that the company is using this to control and change policies on your phone. You will find this enabled in work phones that are handled to employees.
You can go to Settings > Applications > All > ELM Agent > STOP & Disable and that's it.
