If the recorded message is hosted on the carrier's servers, then you need to install an audio recorder on your phone and play that recorded audio through speaker, then you can save to a file and email it to yourself or to another email using the built-in email.
If the recorded message is already stored on your phone, use Gmail's app and attach it using Share > Gmail from the file manager since Gmail won't allow you to select it from within the app.
