By default, the PhotoRecord 2.2.2 was released and developed for Windows XP and all the OS released at that time. I've searched the web to find a compatible package for Windows 10, but there isn't any.
Because of that, you will have to use Compatibility mode on Windows 10. For example, if you have the setup package, right click it and choose Properties > Compatibility. From the list of operating systems, choose Windows XP and tick the Run as Administrator.
