Google One Time Init is an Android application that is triggered when the phone is started for the first time. It provides a short set up to add your Google account, set up credit card payment, sync, backup, etc. It doesn't affect the functionality or performance of your device which means you should let it as it is. If the phone or your device is rooted, then you can simply remove it or freeze it.
