Is it possible to use a browser such as FireFox in Safeplace to surf the Internet and download software and then install that software in Safeplace to see if it's safe to be installed on my PC?

Yes, you can do that because the ADS does exactly this thing. It creates a Sandbox environment where you can install everything you want to test if it's infected or not. This way you know for sure when an application installs content without your knowing. There is another application like this one called Sandboxie, that does exactly the same thing.

However, on another note, the software has been discontinued without any way to acquire it again. You need another application to use for this purpose. I wouldn't recommend downloading older versions of this software, because it's known that malware can get out of the sandbox environments.
