The Notification Center can be removed from the Uninstall A Program in Control Panel. Go to Start > Control panel > Programs and Features > Uninstall a Program. Select only the Notification Center and then it should be removed normally. There is no need to reboot the PC, however, you won't see the notifications or errors provided by Bluestacks in case something goes wrong.
