Dell Stage should work in compatibility mode with Windows 10. But this software is obsolete and can be effectively replaced with the Windows 10 built-in Groove and TV&Film applications.
In many cases applications that are not designed for a new Windows version tend to work in Compatibility mode. Right click the shortcut or executable file and choose Properties > Compatibility. Pick a known version of Windows that's compatible with the application and then tick the Run as Administrator option. Accept the changes and launch the application. It should work this way without any other changes applied.
