The first thing you have to do is to configure uTorrent to enable the encryption protocol. Without it, trackers will block connections. To do this, use the settings in the image below.
After you configure these settings, click on BitTorrent on the left menu, then make sure you note the port. If you're using a router, connect to the router's administration interface, look for Forward Rules and add that port as TCP and UDP for your IP. Once you are connectable, download speed should increase accordingly.
