Based on the official information, the software doesn't have or offer the possibility to convert from JPG to PCB. The PCB file format contains data that is impossible to be extracted from a simple image file. If you have the software installed on your computer, go to File > Import to check if you can import it, but a full conversion from JPG to PCB is not possible.
