Can I run Internet Explorer 9 on my iPad 2?

Internet Explorer is only available for Microsoft based operating systems. At a point it was released for Mac but the company ceased the development instructing users to upgrade to a new technology available for Mac OS. In your case, iPad comes pre-installed with Safari browser which is an advanced browser and has all the features you need. Based on these two operating systems(Windows vs iOS), at this time, Safari is equally advanced as Internet Explorer 9.

Some program's are designed for IE and do not work properly on Safari.
