Receiving "A device attached to the system is not functioning" on my HP Probook.

I have HP Probook and when I try to open WiFi Hotspot my there is a notice which says: "A device attached to the system is not functioning". What's the problem?

That message is directly related to the networking device. The first thing to do is to go to Device Manager (Start > Run > devmgmt.msc). Locate the problematic device and uninstall it then access HP Support page and download the necessary driver for your network card. Re-install the driver and then start WiFi Hotspot again and it should work. If I am right, re-installing the driver will fix this issue allowing you to create the required hotspot.
